The crisis in detention facilities relates as much to litigation regarding operations as it does to the crowding of inmates in correctional systems in most states. Nationally, occupancy rates for jails rose from 64 percent of capacity to 96 percent of capacity from 1978 to 1985, with increases for large jails of 77 to 96 percent of capacity during this period. The most serious problems of jails of all sizes include personnel, modernization, overcrowding, recreation, and funding.
