The overriding feature of the entire program is that of neutralization by trained police officers to nullify illegal, aggressive activities by the offender. Once the threshold of neutralization is achieved, the police officer's actions should be directed to negate potential resumption of illegal aggression. At that point and throughout the entire confrontation, the police officer must remain aware of his or her controlled presence with the offender. The manual identifies various levels of performance proficiency in tactical neutralization, and it encompasses the entire range of law enforcement encounters and subject actions. Specific attention is paid to the use of personal weapons, mental perspectives on confrontation, street stances, escape, searches, handcuffing, driver removal, baton techniques, weapon retention techniques, and individualized chemical irritants.
