The conference papers in this book are organized into seven sections. The first section presents an overview of the development of gambling worldwide. In the second section, papers describe the efforts various Canadian provincial governments (Alberta, Manitoba, New Brunswick, and Quebec) have made in operating gaming and lottery control organizations. The third section of the book contains three papers on various aspects of law and law enforcement of gambling regulations in Canada. The research papers included in the fourth section discuss pathological gamblers, gambling decisionmaking, gamblers' motivations, factors influencing lottery sales, and forecasting the performance of new gambling facilities. The fifth section consists of several papers examining the costs and benefits of gambling followed by a section on ethical issues involved in gambling and the government's role in this industry. The final section contains a paper on a "politically acceptable model for casino gambling in the United States." Chapter references
