The Office of Education of the Department of Health, Education, and Welfare initiated an early effort through a grant program to provide drug education training for educators in all school systems. Several Federal reports helped shape the Federal government's response to the drug abuse problem. The Omnibus Budget Reconciliation Act changed the funding and Federal organizational structure related to drug abuse prevention. The 1986 law sharply increased funding and created the Office of Substance Abuse Prevention, which has promoted technology transfer, awarded demonstration grants, formed partnerships with parent and community groups, operated an information clearinghouse, and coordinated with the State and local service system. In addition, the Department of Education has initiated a vigorous antidrug campaign under the Drug-free Schools and Communities Act of 1986. 48 reference notes
