Since 1981, restitution, along with other economic sanctions, has received priority in the sentencing of adult offenders in Philadelphia. To enhance the enforcement of restitution orders, a computerized system was established. Computer-generated delinquent client letters are produced monthly and sent to clients. Computer-generated victim letters are produced as a result of entering a new victim's account record. Computer-generated monthly checks have replaced handwritten checks, and victim inquiries are handled more rapidly and efficiently than under the manual system. The computer system can handle any increase in cases without requiring a large increase in probation staff. Statistical reports that were difficult to procure in the past can now be computer generated in minutes. The restitution accounting system was automated in March 1987. Prior to that date, 5 months were required to design and program the application. By the end of 1987, the system was handling over 5,600 clients and servicing 6,800 victims. 1 figure
