The 11 programs studies operated at different points in the justice system, including pretrial diversion; residential and nonresidential probation programs; and programs operating within prison, parole, and work-release settings. Program inputs or resources for the model program cover project budget and staff, victim resources, and resources for offenders. Program activities in the model include intake, loss assessments, preparation of reparation plans, monitoring and enforcement, accounting and disbursement, and reporting and termination. Possible measures of results for each of these activities are discussed. Rationale linking input to activities is often unclear in operating restitution programs. Program outcomes are often identified in terms of presumed beneficiaries, who may be offenders, victims, or the community, including the criminal justice system. Evaluations that measure program effectiveness or outcomes must be based in precisely defined objectives. 2 figures and 3 references
