Also provided are domestic laws governing narcotics violations and international agreements promoting narcotics control. According to the Foreign Assistance Act of 1961, each country has the responsibility of limiting to licit purposes the cultivation, production, manufacture, sale, and other distribution of scheduled drugs. Among the other statutes presented are the Controlled Substances Act, the Agriculture-Environmental and Consumer Protection Appropriations Act, the Trade Act of 1974, the Tax Equity and Fiscal Responsibility Act of 1982, and the Foreign Relations Authorization Act. International Treaties are highlighted, including the Single Convention on Narcotic Drugs, 1961; the Convention on Psychotropic Substances; the Psychotropic Substances Act; the Signatories to Multilateral Treaties; and Bilateral Treaties. Executive Branch documents, such as the Announcement of the Formulation of the National Narcotics Border Interdiction System of 1983, are also assembled to provide a useful guide for members of the House of Representatives as well as for the public.
