There are five levels within the management stream: supervisor, middle manager, director, director general, and assistant deputy minister. Some characteristics which make up the profile are integrity, independence, perseverance, thinking skills, interpersonal relations, and communication. The profile can serve as a guide for managers in selecting highly competent leaders and managers, evaluating their performance, and providing for their development. It can also be used as a guide by employees to plan and manage their own careers as well as by human resource professionals to plan coordinated programs and services for leadership and management development in the Public Service. In applying and using the Profile for selection in specific situations, it may be necessary to identify the most salient characteristics required for a position or set of positions. The relative importance of the characteristics may depend on the specific nature of the position(s) as well as the nature of the organization, its culture, its values, and its goals.
