The South Carolina law enforcement census provides detailed information on all components of the State's police establishment in order to help policymakers and police managers make future decisions regarding the improvement of police performance.
Abstract
An overview of law enforcement agencies and officers describes the agencies in terms of manpower, sworn and civilian personnel, part-time officers, filled and vacant positions, ratio of citizens to law enforcement personnel, and costs of salaries and training. The demographics of police officers contained in the census include rank and duties, age, sex, race, experience, and education. Another section discusses citizens' demands for service and law enforcement response capability. The cost of law enforcement in South Carolina is outlined, as are issues related to personnel including compensations, benefits, and working conditions. Other personnel issues treated in the census are minorities, migration, attrition, and retirement, as well as recruitment, salaries, and career prospects. Personnel health statistics are presented on body mass, weight, and height; smoking; and caffeine use. A section on citizens' complaints describes the types of complaints registered and their resolution, criminal charges files, and internal investigations. Two final sections discuss prospective topics for future census inquiries and methodology. 45 tables, 13 figures, and 6 appendixes
