The study reviews statistics on prison crowding as well as litigation and case law that have challenged correctional management of housing and living conditions. In a survey of prison administrations, several problems associated with crowding were identified including problems of space related to inmate privacy, protection of personal property, safety, and supervision; equipment breakdowns and related maintenance problems; greater staff workloads; and an increase in violence. Six approaches to the management of crowded prisons are discussed all of which emphasize the need to maximize resources and share the challenges and successes.
