An interagency group led by the Probation Board for Northern Ireland examined the relevance of previous recommendations relating new legislation for youthful offenders, attempted to establish a consensus among experts working with juvenile offenders in the community and in residential settings, and conveyed its recommendations to the government.
Abstract
Some of the subjects considered by the interagency group included the principles of the new legislation, separation of court proceedings, the diversion of care cases and offenders from formal proceedings whenever possible, and the extent of proposed intervention by the justice system. Juvenile crime prevention measures are discussed, and current judicial options reviewed. The group supports the concept of child advocacy and refers to issues under the domain of the child care system, including child care proceedings. Forty-three specific recommendations are summarized in this article.
