The drug laws and regulations presented are from Argentina, Belgium, Bolivia, Cayman Islands, Colombia, Costa Rica, Indonesia, Malaysia, Mexico, Paraguay, Peru, Sri Lanka, Suisse, and the United States. A paper produced by the International Criminal Police Organization (INTERPOL) discusses the clandestine manufacture of cocaine and describes steps in the manufacture of cocaine hydrochloride. Materials used at the Seminar on the Application of Article 12 of the 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances are also presented. Materials cover domestic and international chemical control programs, the United States' experience with essential/precursor chemical control, the regulatory burden of chemical control, and chemicals used in the illicit production of heroin and cocaine hydrochloride. The concluding section of the report presents model regulations to control chemical precursors and chemical substances, machines, and materials.
