The three major grant programs are the program administered by the Bureau of Justice Programs that provides grants to State and local criminal justice systems; the program administered by the Alcohol, Drug Abuse, and Mental Health Administration of the Department of Health and Human Services to provide assistance for treatment, prevention, and rehabilitation activities; and the program administered by the Education Department to aid prevention activities. The grants include formula grants and discretionary grants. The Federal government determines funding levels, provides technical assistance and guidance, and monitors and evaluates the use of funds by State and localities. States set priorities, aid localities in developing ideas and proposals, elect specific projects for funding, distribute and monitor funds, and evaluate projects.
