Instead of reporting Part I and Part II offenses, Oregon groups offense statistics according to crimes against persons, crimes against property, and behavioral crimes. Behavioral crimes relate to personal conduct, responsibility, and public order and include such offenses as weapons regulation law violations, prostitution, drug law violations, gambling, crimes against the family, driving under the influence, disorderly conduct, and runaway juveniles. Total reported crimes decreased by 0.03 percent from 1988 to 1989. The 1989 total crime rate per 100,000 population was 14,356.1, a 1.8-percent decrease over the 1988 rate of 14,622.9. Crimes against persons increased by 3.3 percent, with increases reported for forcible rape, other sex crimes, extortion, aggravated assault, and negligent homicide. Decreases were registered for murder, kidnapping, and robbery. Crimes against property decreased 10.2 percent, with burglary, larceny, motor vehicle theft, forgery and counterfeiting, fraud, and stolen property offenses declining. Arson, embezzlement, and vandalism reported increases. Behavioral crimes increased 16.6 percent. The index crime rate for 1989 was 6,312.4 per 100,000 population, a 12.3-percent decrease over 1988. Total arrests for 1989 increased 14.2 percent; adult arrests were up 13.9 percent, and juvenile arrests increased 14.9 percent. Extensive statistical data on crime and arrest rates are provided.
