The eighth congress, held in August-September 1990 in Havana, Cuba, focused on five topics: crime prevention and criminal justice in the context of development; criminal justice policies on imprisonment, other penal sanctions, and alternative measures; effective national and international action against organized crime and terrorist criminal activities; delinquency prevention, juvenile justice, and youth protection; and United Nations norms and guidelines in crime prevention and criminal justice. Regional preparatory meeting reports were submitted prior to the congress from Asia and the Pacific, Europe and North America, Latin America and the Caribbean, Western Asia, and Africa. Other activities associated with the eighth congress involved sessions of the Committee on Crime Prevention and Control and a discussion of cooperation between the United Nations and intergovernmental and nongovernmental organizations.
