One background aspect discussed is that correctional educators are often not in charge of educational decisions which can cause problems in areas of curriculum, budget, and personnel matters. There are three generic models: the traditional or decentralized pattern, the correctional education bureau, and the correctional school district. In the 1930's, the correctional education bureau model was the favored design. The current design is the correctional school district which started in the early 1970's. Further areas of research in this particular model are suggested. However, the results seem to show that more educators are being involved in the planning stages of correctional educational programs.
