The committee gathered information through a questionnaire survey and review of a previous report on computer crime and possible responses. The report analyzed the nature and forms of computer-related crime and the appropriate preventive measures and law enforcement responses. It defined basic crimes as computer-related fraud, computer forgery, damage to computer data or programs, computer sabotage, unauthorized access, unauthorized interception, and unauthorized reproduction of a protected computer program or data. It also listed possible additional offenses. Further topics included evidence collection in computerized settings, the admissibility of computer-generated evidence, international issues in computer crime, and the applicability of European conventions on penal law to computer-related crime.
