Of 34 questionnaires sent out, 22 responded for a response rate of 65 percent. The budget presented for a large jail in Harrison County was compared to the budget of other jail systems and correctional departments. It was determined that costs per inmate for a large jail were roughly one-third those of other jails. Salary and fringe costs were proportionately low, the average salary of correctional officers was low, and the number of inmates per correctional officer was high. It was also determined that low cost and high productivity, coupled with Federal and Cuban inmates and State inmates, would make the Harrison County Detention Center self-sufficient.
