This survey for the first quarter of 1990 solicited information on agencies' offender substance abuse treatment programs.
Abstract
The survey information covered the proportion of inmates needing treatment who are receiving it, methods of identifying inmates who need substance abuse treatment, methods of coordinating inmate profile data with treatment, and the types of treatment programs provided. The percentage of inmates receiving treatment who needed it ranged from 90 percent in North Dakota, Iowa, and the District of Columbia to 10 percent or fewer in Illinois, Michigan, West Virginia, and Kentucky. States varied in the degree to which they relied on objective screening instruments to identify offenders needing substance abuse treatment. Coordination of screening data and treatment ranged from informal systems to those in which inmate profile data directly drive the treatment referral process. Substance abuse programs provided by corrections agencies ranged from minimal to long-term, intensive inpatient programs. Of 47 responding agencies, the majority indicated that they offer self-help groups, education programs, and group counseling. In some agencies, these programs are part of extensive outpatient programs; in others, they are stand-alone programs. 4 tables list the survey information
