The first section presents an overview of the structure and format of the handbook. The second section itemizes conditions recognized by courts in inmate litigation and offers a variety of remedies implemented by jails throughout California to correct those conditions. The third section presents problems as well as strategies for addressing these problems in 14 main areas of jail management. The fourth section emphasizes the use of multiagency committees to examine the specific use of current program and procedures. The final section of the report examines programs offering alternative strategies to incarceration and procedures for accelerating case processing.
