This manual is designed to help jail managers and administrators in California to assess the current status of their facility's medical and mental health care services and to prepare to meet changing standards.
Abstract
The guidelines are also intended for use in planning medical and mental health care programs for new facilities. The text emphasizes that no set ways exist to develop or modify an existing health care system, but effective methods exist for determining what works best given the size, configuration, philosophy, management style, and financial resources of each jail. An overview discusses the administrator's statutory responsibility, managerial responsibility, and the legal issues related to inmate health care. Additional sections give step-by-step guidelines for planning and staffing health care services, including planning a mental health component. Forms, checklists, and appended lists of codes and statutes, program documents and specifications, and related materials
