This final report of New Jersey's Probation Committee on AIDS presents a brief description of the disease's medical aspects, discusses implications for probation, and offers recommendations for a training program and supervision policies.
Abstract
The committee concludes that AIDS poses a significant public health problem in New Jersey and in the Nation. It attacks the body's immune system so that it is vulnerable to diseases that would normally be repelled. AIDS can be carried and transmitted by persons who do not show symptoms. AIDS is difficult to transmit, however; the only known vehicles for transmission are blood and semen. There is no evidence that AIDS can be contracted through casual contact. Intravenous drug users account for 46 percent of the reported cases of AIDS in New Jersey. The committee recommends that probation supervision continue to be provided for offenders with AIDS, with case-by-case supervision procedures to be determined. Probation staff should encourage persons suspected of infection to be tested for the AIDS antibody. Those infected should be referred for treatment. All probationers should be provided with educational material on AIDS, especially those involved in high-risk behaviors, e.g., intravenous drug use and bisexual or homosexual relations.
