Statistical data are presented on felons and nonfelons under the jurisdiction of the California Department of Corrections (CDC) in 1989.
Abstract
The CDC administered 19 institutions and 4 parole regions in 1989 to handle felons, civil narcotics addicts, county diagnostic cases, some Youth Authority commitments, Federal prisoners, and prisoners from other States. As of December 31, 1989, the total CDC population reached 161,795, an all-time high for the department. The institutional population at the end of the year totaled 87,297, the largest population ever experienced by the CDC. The institutional population in 1989 increased by 14.6 percent over 1988. At the end of the year, there were 59,313 felons and civil narcotics addicts on parole in California, a 16.7-percent increase over 1988. There were 34,226 new felon admissions and 39,976 parole violators returned to custody. The incarceration rate reached a high of 296.2 inmates per 100,000 California population, as compared to 265.8 in 1988. The number of felon releases to parole was the highest in history, totaling 73,663 during 1989. Extensive statistical tables are included on felons, parole violators, inmate characteristics and behavior, felon parolee characteristics, parole movements, and other CDC populations. A glossary of terms is also provided.
