The Central Planning Unit was tasked with establishing an evaluation and monitoring team to develop the training techniques of instructional staff, monitor and evaluate training received by trainers, and develop training at district training centers and in forces.
Abstract
A "model of evaluation" needed to be prepared, which would allow the needs of decision-makers to be met within the Police Service with respect to training. The difficulty faced in providing such a model was in clarifying the confusion surrounding evaluation as an inspection tool from the idea of evaluation as an aid to development. Three approaches were examined: the autocratic evaluator, the bureaucratic evaluator, and the democratic evaluator. Autocratic evaluators collect information in any way they want and are able to release or restrict whatever information they want. Bureaucratic evaluators openly work for an organization and collect data on behalf of the organization. Democratic evaluators use evaluation as a tool to educate and develop individuals and systems. The bureaucratic and democratic evaluators were encouraged within the Police Service. 2 figures and 6 references
