This resource manual for Alaska's institutional and field probation officers addresses issues related to sex offenders, sex offender treatment, and the community supervision of such offenders.
Abstract
Brief histories of sex offender treatment in the United States and Alaska are followed by a presentation of the mission statement and program philosophy for Alaska Department of Corrections sex offender programs. Alaska has three regional sex offender treatment programs that feature the Relapse Prevention (RP) treatment model. RP is a self-control program that teaches sex offenders how to determine if they are entering into high-risk situations, self-destructive behaviors, their deviant cycle patterns, and potential offending behavior. It helps them explore factors leading up to the commission of sexual assaults and teaches them a variety of interventions to use in the community as part of their personal maintenance program. RP is described in detail in the manual. Also presented in the manual are current research and data on sex offenders in Alaska, offender typology, a discussion of victimology, cultural issues regarding the Alaskan Native offender, and policies and procedures for managing the sex offender in the community. The use of pornography by sex offenders and the employment of sex offenders are discussed as well. Additional guidance for probation officers covers the nature and management of stress and burnout, the risk/needs scale and decisionmaking, interview techniques, the use of surveillance groups for sex offenders, and discretionary parole release procedures. Two papers discuss tactics used by the criminal to avoid change and thinking errors common to criminals. 11-item bibliography and glossary
