This manual presents the programmatic, financial, and administrative requirements of grants, cooperative agreements, and contracts awarded by the State Justice Institute (SJI) for fiscal year 1991.
Abstract
The SJI, a private, nonprofit corporation established by Congress, is authorized to award grants, cooperative agreements, and contracts to improve the administration and quality of justice in the State courts. SJI anticipates that approximately $10-12 million will be available for grants, contracts, and cooperative agreements from fiscal year 1991 appropriations. The manual specifies 14 areas encompassed in State court administration that may be funded by SJI under its enabling legislation. The manual also lists 13 "special interest" funding categories and solicits proposals to convene an unprecedented national conference of State supreme court justices as well as three national conferences on topics of critical importance to State judiciaries: the impact of substance abuse cases on the State courts, State-Federal judicial issues, and the improvement of the adversary system. Other topics addressed in the manual are eligibility for award, types of projects and amounts of awards, concept paper submission requirements for new projects, application requirements for new projects, application review procedures, renewal funding procedures and requirements, and compliance requirements. Financial requirements and grant adjustments are discussed as well. Appended list of State contacts on the administration of SJI grants and a listing of SJI grants for fiscal years 1987 through 1990
