This special journal issue focuses on drug abuse treatment and prevention and on Federal, State, and local efforts to combat drugs.
Abstract
In an introductory section defining dimensions of the drug problem, it is pointed out that the number of Americans using cocaine, marijuana, and other illegal drugs decreased from 23 to 14.5 million between 1985 and 1989. While the number of casual cocaine users declined to 2.9 million, however, the number of frequent users rose to 862,000. Crack, a smokable form of cocaine, gained rapid popularity for providing an intense high at a low price. The first article notes that the Federal drug control strategy emphasizes cooperation among Federal, State, and local governments. Other articles consider ways that Pennsylvania is combating illegal drugs; New York State's efforts to expand drug treatment for prisoners; and Idaho's comprehensive approach of education, treatment, and enforcement. Additionally, articles stress the need for State government involvement in the drug war, arguments for and against illicit drug legalization, and whether the Federal government should channel its antidrug funds directly to cities instead of to States. 8 references
