Through its Career Day, the Federal Correctional Institution (FCI) at Otisville, N.Y., successfully recruited, interviewed, and selected a large number of staff in a very short time in an area that traditionally had a recruitment problem.
Abstract
In December 1989 the Otisville FCI changed its mission from that of a typical FCI to a pretrial operation that required an additional 30 correctional positions. The Otisville FCI had previously had a recruitment problem because of its location in an area with a high cost of living. To address the recruitment problem, Otisville sponsored a Career Day at the institution's training center. During the Career Day, personnel specialists offered advice and assistance in filling out Federal personnel forms, and all departments were represented by persons who discussed vacancies and career paths in their disciplines. Potential recruits could sign up for tours of the institution. The key to drawing people to Career Day was advertising. All of the advertising was local. The most effective medium was the local newspaper. Local (free) public service announcements and a press release reached an even broader audience. Career Day and follow-up efforts yielded 392 applications, 225 interviews, and 102 new employees (74 correctional officers).
