The available research indicates that economic development inevitably gives rise to social maladjustment and malaise in a community or its components, resulting in minor and major increases in crime. In recent years, the concept of development has changed more markedly than has the concept of crime, although the latter concept has progressed from a limited legal perspective to the broader one of social programs. In addition, programs for the prevention and control of crime are receiving increasing attention in the United Nations. The relationship between crime and development is still unclear, but the United Nations Congresses are now aware of its importance and complexity and of the need for a global approach in research, planning, and policy. 36 references
