Report issues and recommendations pertain to the definition of contraband, the detection methods used, and current and potential methods of deterrence. The working group considered employment-related issues, implications of the Charter of Rights and Freedoms, operational problems, and other program areas such as drug strategy and offender management. The recommendations distinguish between contraband-control measures relative to visitors, employees, and inmates. The feasibility of implementing various recommendations that pertain to each of these groups is examined. The working group also examined issues related to the presence of male correctional officers within the Kingston Prison for Women with particular reference to searches for contraband. The working group reviewed past relevant reports and surveyed provincial and international jurisdictions to determine comparative policy and practices in the areas under study. Representatives of the working group visited five institutions in three of the regions, and reports were received from representatives in the two other regions.
