In January, 1989, the Senior Management Committee of the Canada Correctional Service developed 11 Corporate Objectives and associated Corporate Initiatives to be achieved by sectors and regions by the end of the 1991-1992 fiscal year.
Abstract
This report consists of the sectoral and regional operational plans developed in response to the corporate objectives and initiatives. The operational plans are represented by highlighted achievements which contributed to the overall achievement of the corporate objectives during the first year of the 3-year plan. The corporate objectives aim: to improve case management; to increase the level of offender participation in programs relevant to their needs; to increase the quality and frequency of staff/offender interactions; and to develop and implement policies and programs that address the specific needs of female, native, mentally disordered, and long-term offenders. Other objectives include further developing substance abuse programs focusing on prevention, education, and treatment; designing and implementing training programs which communicate the values and attitudes implied in the mission document; developing and implementing a personnel management framework; and establishing an accountability framework and an information system. Finally, the corporate objectives are designed to increase research and development activities to support correctional programs and management; to develop and implement an effective internal and external communications program; and to enhance managerial, administrative, and operational effectiveness through the use of automation and other technologies. 1 appendix
