The main goal of the meeting was to formulate a constructive social and moral response to the international drug threat. The 250 participants heard experts on such topics as the West German drug problem, an evaluation of methadone detoxification, and the combined threat of drugs and AIDS. The German Minister of the Interior explained pending legislative changes which are part of the new German drug policy. In keeping with the conference's international focus, experts analyzed Turkey's drug problem, the drug trade between South America and Spain, drug repression and drug sanctions in Italy and the USSR, and problems of criminal investigators fighting drugs in the Netherlands. The conference members demanded the creation of a European drug police to stem the threat of organized crime in the coming Europe of open borders.
