The bulletin is a programmed learning text designed to help jail managers develop and implement an equitable grievance procedure that will handle inmates' complaints while improving the delivery of services.
Abstract
The bulletin provides 13 rules for handling inmate grievances and setting up procedures for handling them. Topics covered include the reasons for inmate grievance procedures, elements of the inmate grievance procedure, proper use of the grievance procedure, informal resolution, submitting grievances, responding to grievances, appeals, staff training, and using grievance for planning purposes. Three reasons why inmate grievance procedures are essential to proper jail operations are listed as well as how to distinguish matters that should be addressed through an inmate grievance procedure from those that should not. The important role that line staff play in making the inmate grievance procedure successful is described, and how to use inmate grievances to aid in facility and program planning is discussed. Review questions are included in the lesson.
