The statement also emphasized that HIV transmission in correctional institutions would result in its increased transmission in the general community. Thus, it recommended inmate access to condoms and bleach for cleaning drug paraphernalia, noting that intravenous drug use and sexual contact are realities of prison life. Recommendations also focused on education for correctional staff and inmates, the detection and management of HIV-positive inmates, occupational safety and health, the collection of epidemiological information, and the legal obligations of prison officials.
