For several reasons, international terrorism could become a major problem in the 1990's.
Abstract
During the 1970's and 1980's, attacks by both regional and international terrorists took place almost daily. More than 800 terrorist organizations have been identified in 88 countries, and only 1 of every 10 terrorists has been captured or killed. In addition, terrorist organizations often assist each other, regardless of their ideologies or political goals. Moreover, media reports that terrorism is declining, especially in Europe, are inaccurate. Furthermore, training in terrorist tactics is now readily available, as a result of the development of many small combat training schools that are operated by former military personnel and that offer inexpensive training in the use of firearms and the manufacture of explosives and improvised explosive devices. In the Middle East, several ruthless and experienced terrorist organizations also have access to a variety of weapons in Iraq including the nerve agent "Sarin," a colorless, odorless, undetectable chemical that can kill in a few minutes. 8 references
