The failure of the tough guy management of the American drug problem is discussed.
Abstract
Most of the drug-related problems in American society are attributed to the growth of a lucrative black market that emerged from prohibition policies of the last four administrations. The failure is not the result of a lack of effort, but the ineffectiveness of the prohibition together with stringent law enforcement. In fact, the thriving black market has exacerbated the problem in several ways; disrespect for the law; disruption of communities, particularly in the inner city; continued appeal of illegal drugs; and prison overcrowding. Nevertheless, the tough drug policies and authoritarian management are still strongly supported by the public which has been convinced that the drug problem is a crisis and that the tough guy approach promises a quick solution to this crisis. An alternative response, a tough minded alternative policy encompassing controlled legislation, social disapproval, and effective education, is proposed. However, prior to its acceptance, the popular perception that this approach would be a nice guy or do nothing approach needs to be overcome. 1 figure and 25 references (Author abstract modified)
