The panel proposes a program to deal with the current prison overcrowding, avoid the costs of extensive future prison construction, assure public safety, and respond more effectively to nonviolent property offenders and other offenders. Therefore, the panel recommends immediate addition of 750 prison beds, planning for the possible construction of an additional correctional facility with 500 to 1,000 beds, and active efforts to develop intermediate punishments such as boot camp, shock incarceration, house arrest, electronic monitoring, and intensive supervision.
