Key factors in the selection of an appropriate handgun system for correctional officers are officer ability and characteristics, handgun caliber, weapon design, and simplicity.
Abstract
If a handgun is to be used accurately and neutralize a human target with a minimum number of hits, the user must have the physical and mental capabilities necessary to achieve these ends. User physical characteristics such as stature, handsize, finger length, strength, dexterity, and dominant hand are factors that should be considered in the selection of a handgun for particular officers. Officers must also feel confident with a handgun and receive the training necessary to operate the gun safely and effectively. Handgun caliber is a key factor in determining a gun's stopping power. The higher calibers achieve the greatest damage per hit. Agencies that are trading down to lower calibers to achieve more rounds of fire weaken the stopping power of a single shot. The two primary weapons designs used by corrections agencies are the double-action revolver and the semiautomatic pistol. Each design has proven reliability and effectiveness. The advantages and disadvantages of each must be considered for the circumstances in which they are most likely to be used. Training, however, is always the key to effective weapons use regardless of weapon design. The simpler a weapon design, the more likely it is to be used effectively under the stress and excitement of a dangerous situation.
