The article discusses the controversial issue of greater availability of sterile injection equipment in regard to the public health aspects of trying to control the spread of HIV via multiple users of one needle for drug abuse.
Abstract
The sharing of needles is a critical factor in the transmission of HIV in the intravenous drug user populations. The article explores the clandestine nature of drug use and needle sharing; the ideological opposition to clean needle programs; and the statutes limiting the sale, distribution, and possession of syringes and needles. The public health impact of limiting the supply of sterile injection equipment versus a needle exchange for drug abusers is examined. The experiences with various needle exchanges in the United States and other countries are presented: New York City, Hawaii, New Haven, Connecticut, The Netherlands, and United Kingdom. An analysis of needle exchange programs and how they meet valid public health objections concludes the article. 74 footnotes (Author abstract modified)
