Identifying the benefits of a written performance evaluation system to all levels of a police department, this discussion provides guidelines to facilitate the efforts of small police departments to implement performance evaluations.
Abstract
A performance evaluation system benefits a police department in three ways: it gives the organization an accurate assessment of its human resources to allow informed decisions to be made about assignments; it gives department supervisors a clearer perception of the abilities of their subordinates and allows them to make recommendations regarding officer development; and it gives department officers the opportunity to know exactly what is expected of them and identifies the areas in which they need improvement. Guidelines for implementing a written performance evaluation system cover setting objectives, identifying performance measures, choosing an evaluation system based on the characteristics and needs of the individual department, and establishing an appraisal interview system.
