This final report by the American Correctional Association (ACA) profiles its technical assistance activities on behalf of the State Prison Industry Enhancement (PIE) certification programs for the period April 1, 1990, to March 31, 1991.
Abstract
PIE is authorized under the Federal Crime Control Act of 1990 (P.L. 101-647), which continues and expands limited exemptions (through State certifications with the U.S. Department of Justice) to Federal laws that prohibit the manufacture and sale of inmate-made goods in interstate commerce and sales to the Federal Government. Under contract to the Justice Department, Bureau of Justice Assistance, the ACA provides technical assistance and monitoring for PIE projects. The ACA final report on its PIE operations encompasses quarterly reports 5, 6, 7, and 8. These descriptions of tasks performed in the respective quarters encompass consultation and advice assistance; monitoring; the review, evaluation, and dissemination of documentation; the preparation of original documentation; training; and special and ad hoc assignments and evaluations. The Crime Control Act of 1990 also requires that the Secretary of Labor submit annual reports to Congress that "describe in detail the extent and manner of compliance by State Prison Industry Enhancement Certification programs with the requirements set forth in 18 U.S.C. 1761(c)." The Secretary of Labor's report up to March 1991 is included with the ACA quarterly reports. This report concludes that the Justice Department, through its Bureau of Justice Assistance and the American Correctional Association, has complied with the Crime Control Act of 1990 in its implementation of the PIE certification programs.
