The use of a full-scale design simulation by the Milwaukee County Jail and Criminal Justice Center is described for planning jail construction.
Abstract
The technique is termed the "mock up" by Milwaukee County participants. It was developed in response to a need to test the design of individual cells including actual dimensions, fixtures, door security, and other features. The concept, recommended by John McGough, a member of the consulting team, was implemented in 1989. Prototype cells for direct and indirect supervision and disciplinary segregation were constructed; they enabled the sheriff to visualize the design, suggest refinements, and approve cell design for groundbreaking. The technique expanded to a test for other critical operations areas such as vehicle sallyport, master control, intake and high security court, video arraignment, intake and booking, public lobby, and a medical clinic in a cost effective way. Its success is attributed to a 6-phase master plan, use of inexpensive materials, use of demountable partitions and reusable components, effective action by construction managers, availability of users for evaluations, and quick follow up on redesign and rebuilding. This model provides a means for user acceptance and understanding of a design that meets the user's needs.
