The conceptual framework of the adult probation system opens the discussion of the goals of probation professionals. A review of the literature on the subject is presented, and the methodology used to discover if a specific orientation is preferred by probation staff, supervisors, and administrators is discussed. The first table presents the demographic data of the 512 respondents. Table two presents the rank order, based on overall mean score, of the 13 most important actual enforcement and rehabilitation items. The third table reports the mean rankings of the ten preferred enforcement and rehabilitation goal statements which were identified as the most important. The findings point out that while enforcement is an important goal, so too is the rehabilitation of the offender.
