High level representations of the member States of the Organization of American States (OAS) met in 1990 and, as a result of their meeting, resolved to condemn again illicit drug trafficking in all forms, increase national and international efforts in drug law enforcement, and support international agreements aimed at eliminating the consumption of and trafficking in narcotic drugs and psychotropic substances.
Abstract
The representatives also endorsed a full program of action in which the activities and resolutions of the United Nations and the Inter-American Drug Abuse Control Commission (CICAD) would be supported. Member States were urged to monitor more effectively the production and marketing of chemical precursors and substances used to manufacture illicit substances. The need for legislation that would establish severe penalties, prevent money laundering, and increase international drug law enforcement cooperation was emphasized. The program of action reiterated the importance of implementing measures that would reduce and eliminate the demand for illicit drugs. Member States also agreed to support policies for the eradication of illicit crops, substitution of income crops for growers, and implementation of alternative development programs.
