During a 1-year period that started in 1990, the New York State Commission of Correction worked with the State Department of Health's AIDS Institute and local county jail and police personnel to design and implement an HIV/AIDS training program for correctional guards and police personnel.
Abstract
A grant from the AIDS Institute funded the training program which focused on AIDS transmission, occupational risk and exposure, and legal issues. The first step in developing the program was to conduct a needs assessment to establish a database and build support for the program. Therefore, focus groups were used instead of questionnaires to determine training needs and develop a consensus. The 15 focus groups held in 12 areas of the State during a 2-month period used the Nominal Group Technique to generate the ideas that became the basis of draft lesson plans. Separate pilot training programs were conducted to train police and correctional trainers. The 250 trainers are expected to train more than 2,500 officers by the end of 1991. The curriculum cover's risk reduction, universal precautions, HIV antibody testing, legal issues, trainer's notes, resources, and videos. 3 references
