Correctional facilities in Saskatchewan, Canada housed an average of 1,316 inmates per day in fiscal year 1990-1991 compared to 890 in 1981-1982; both crime and offender populations have been increasing in recent years.
Abstract
The percentages of minority offenders and committing offenses against persons have increased significantly, while the percentage of property offenders has declined while that for drug offenders has remained stable. The Saskatchewan Corrections Division includes the Community Operations Branch and the Institutional Operations Branch. The Adult Probation Services supervises an average of 3,106 probationers and prepared 1,579 presentence reports last year. Programs include restitution, community service, bail verification and supervision, fine options, and the use of volunteers in probation programs. Programs in one or more correctional facilities focus on employment and money management, aggression control, life skills, parent education, literacy, health care, treatment for physical and sexual abuse, and drug treatment. In 1989 prison industries began along with other programs such as conditional release, work incentive, and institutional fines. Community involvement is essential to the success of the correctional programs which will face increasing demands and resource constraints in the future. Photographs and table
