If this hypothesis is true, then the most important element to a crime prevention program is the provision of jobs and equitable access to resources. Economic independence can be encouraged through major job legislation; counseling, probation, and other alternative sentencing should also be part of the effort to empower the poor segments of society. Criminal justice professionals must publicize the linkage between crime and factors including joblessness, poor health care, inadequate housing, and lack of education while supporting initiatives such as full employment efforts. Future research should focus on recidivism and white collar crime in order to ascertain the role powerlessness plays overall and if it differs from crime to crime. 37 references (Author abstract modified)
