Summary statistical information is presented on the volume and movement of offenders under the jurisdiction of Wisconsin's Department of Corrections during calendar year 1990.
Abstract
Institutional population data include information about offenders serving in sentences in Wisconsin, Federal correctional facilities, institutions in other States, and Wisconsin county jails. A total of 7,085 offenders were confined in Wisconsin's correctional facilities on December 31, 1990. This represented an increase of 9.9 percent over the 6,445 offenders in residence on January 1, 1990. The number of males confined in correctional institutions increased from 6,164 on January 1, 1990 to 6,746 at the end of the year, an increase of 9.4 percent. The female population rose from 281 to 339, an increase of 20.6 percent during the same time period. The average daily population of institutionalized offenders rose steadily from 5,184 in 1986 to 6,717 in 1990, a 29.6-percent increase. Community supervision cases rose from 30,155 at the start to 34,314 at the end of 1990, an increase of 13.8 percent. Probation cases rose by 15.3 percent, from 25,975 on January 1 to 29,958 on December 31. The average daily population of offenders under parole supervision increased from 3,688 in 1986 to 4,438 in 1990, an increase of 20.3 percent. The average daily population of juvenile offenders receiving aftercare services from the Department of Corrections increased by 20.8 percent from 169 in 1989 to 204 in 1990. Footnotes and tables
