The statistics indicate that the California Crime Index (CCI) rate increased by 8 percent between 1985 and 1990. From 1989 to 1990, however, the CCI decreased by 0.6 percent. The violent crime rate increased by 35.8 percent over the 5-year period. A significant part of this increase was due to a 1986 law change that required reporting domestic violence as criminal conduct. The total felony arrest rate decreased by 7.7 percent in 1990, the first decrease noted in the period covered. Between 1985 and 1990, the juvenile arrest for violent offenses increased by 49.7 percent. Both adult and juvenile arrest rates for felony property offenses decreased from 1989 to 1990. The rate of arrests for felony drug offenses decreased by 21.4 percent during the same 1-year period. In 1990, almost two-thirds of adult felony arrest dispositions resulted in a a conviction. Between 1985 and 1990, the rate of adults under State supervision increased by 77 percent. Throughout the 1985-1990 period, about 8 to 10 adults under local supervision were on probation. The growth in State and local correction expenditures outpaced all other criminal justice expenditures.
