This document describes procedures and requirements to apply for and administer the Edward Byrne Memorial State and Local Law Enforcement Programs as authorized by the Anti-Drug Abuse Act of 1988.
Abstract
The program purpose is to assist States and units of local government in carrying out specific programs which increase the probability of improving the functioning of the criminal justice system. Particular emphasis is directed to nationwide and multijurisdictional projects and projects that promote national drug control priorities. Key program and implementation elements, which provide guidance to the States in their drug control efforts, include drug testing, street- level enforcement, user accountability, intermediate sanctions for nonviolent drug offenders, planning and designing judicial and correctional facilities, and defined policies against drug use in the workplace and employee assistance programs for workers with drug problems. The document outlines administrative requirements as well as both allowable and unallowable expenses. 5 appendixes
